Module 3: Title IX Decision Maker Training

October 14, 2025 (Part 2) | 8:30 a.m.-11:00 a.m.
This in-depth training is tailored for individuals serving as Title IX Decision-Makers in K-12 school districts and county offices of education. The session focuses on the critical responsibilities and required objectivity of this role, with step-by-step instruction on how to review investigative materials, assess evidence, and issue legally compliant written determinations.
Topics Covered:

Review of Title IX policies and grievance procedures

How to review the Final Investigative Report and accompanying evidence

Submission of a witness list to the Title IX or Hearing Coordinator

Responding to procedural questions from the parties
-
Evaluating proposed questions from the parties for relevance; rephrasing or rejecting irrelevant or repetitive questions with documented rationale

Defining and distinguishing between relevant, irrelevant, and repetitive questions
-
Assessing credibility, weighing evidence, and identifying disputed issues
-
Writing clear, well-reasoned determinations using the preponderance of the evidence standard

Applying factual findings to applicable Title IX policy definitions

Explaining the rationale behind findings and decisions
This training ensures that your Title IX Decision-Makers are well-prepared to carry out their duties with neutrality, precision, and legal compliance.

Backed by more than four decades of legal expertise, AALRR’s Title IX Team is dedicated to providing strategic counsel, practical advice, and high-quality training to ensure schools meet their obligations under Title IX of the Education Amendments of 1972, as well as related federal, state, and local laws.
The initiative is centered on helping schools effectively address sexual harassment and sexual violence complaints involving students or staff—ensuring compliance, promoting safety, and supporting educational equity across California campuses.
