Overview

Jeff Hoskinson has dedicated over two decades to serving public agencies, with a strong focus on special districts, including water, sewer, and fire districts, as well as school districts, county education offices, and joint powers agencies. He proudly serves as General Counsel for the East Orange County Water District, Joshua Basin Water District, Murphys Sanitary District, and Santa Ynez Community Services District, and provides pro-bono counsel to the Orange County Water Association. Additionally, he supports several other water districts, including Mesa Water District, as Assistant General Counsel.

Mr. Hoskinson's legal expertise spans a broad and critical range of matters for public agencies. He skillfully navigates complex issues such as by-division voting conversion, election redistricting, and crucial aspects of water rates and conservation. His proficiency extends to land and site acquisition, eminent domain, and managing intricate environmental regulations, notably the California Environmental Quality Act (CEQA). Furthermore, he is highly adept in areas like public works construction, construction contracting, bonding and insurance, surplus properties and asset management, redevelopment, and intricate water rights issues. Mr. Hoskinson is also a recognized authority on general governance matters, including the Brown Act and the Public Records Act, having frequently presented on these vital topics for the California Special Districts Association (CSDA).

Before joining the firm, Mr. Hoskinson honed his legal skills as an appellate prosecutor with the Office of the California Attorney General in Los Angeles. In this role, he primarily argued cases before the Second District of the California Court of Appeals, gaining invaluable courtroom experience.
