Governor Newsom Appoints Elizabeth Estes to Advisory Commission on Special Education

11.17.2020

California Governor, Gavin Newsom, announced the appointment of AALRR attorney Elizabeth A. Estes to the Advisory Commission on Special Education (“ACSE”) this week.  The ACSE provides recommendations and advice to the State Board of Education, the State Superintendent of Public Instruction, the Legislature, and the Governor in new or continuing areas of research, program development and evaluation in California special education.

The ACSE consists of appointed members from the Speaker of the Assembly, Senate Committee on Rules, Governor, and the State Board of Education. The membership consists of parents, persons with disabilities, persons knowledgeable about the administration of special education, teachers, and legislative representatives from the Assembly and Senate.  Each public member serves a four-year term (maximum of 2 terms).

Ms. Estes is Of Counsel in AALRR’s Marin and Pleasanton offices where she represents school districts and county offices of education throughout California. For the past twenty years she has focused her practice in the areas of special education and student matters. She brings extensive experience on legal matters including student discipline, inter-district transfers, open enrollment, First Amendment protections, IEP processes, discrimination, cyber-bullying, technology, media literacy, information sharing, student assessment and achievement, program development, and much more. She has comprehensive experience regarding special education programming and the rights of parents and children and has been integral in training statewide on these issues.

“We are proud to have Elizabeth appointed to this position,” commented Mark Palin, AALRR’s Managing Partner.  “Her combined legal experience, knowledge in the area of special education and interest in ensuring all students have an opportunity to receive a quality education will be a huge asset for ACSE.”
