Join attorney Irma RodrÍguez Moisa for CALPELRA's Labor Relations Academy. This all day program focuses on the legal obligations involved in the duty to bargain, on legal tests for determining which issues are subject to bargaining, and on the necessary planning for bargaining obligations.

  • Duty to bargain under California law, including:
    Elements of the totality of circumstances test; per se violations that include unilateral changes, effects bargaining, and providing information to unions; remedies for violations of the duty to bargain; and overiew of the PERB process. 

  • Scope of bargaining under California law, including:
    Review of legal tests for mandatory subjects and effects on mandatory subjects; and recent PERB shifts relating to the duty to bargain and effects bargaining. 

  • Rules for drafting labor contract provisions. 

  • Bargaining preparation and organization. 

  • Basic elements of contract administration.

  • A greater exposure to the legal framework for the duty to bargain and scope of bargaining.

  • Non-CALPELRA Member: $435

The registration fee for this Academy includes all materials, a resource book, continental breakfast, refreshments, and lunch. Hotel costs are not included in the fees and each attendee must make independent hotel reservations directly with a nearby hotel.
