Over the last several years, California has adopted the use of a “Skilled and Trained Workforce” standard on refineries and many public works projects such as design-build and lease leaseback projects. These standards mandate that contractors working on specific types of projects employ a “Skilled Journeyperson” or registered apprentices and require an increasing percentage of the “Skilled Journeypersons” be graduates of an apprenticeship program.Join us to understand the reporting requirements, latest enforcement by the Labor Commissioner, techniques to avoid significant penalties, including debarment, and necessary contract language.
