Overview

Paula Clark is experienced in a wide variety of public sector issues including public facilities, public construction, public bidding and contracting, conflicts of interest, bankruptcy issues, and the California Environmental Quality Act (CEQA). Ms. Clark’s practice also focuses on defending employers in class and representative actions. She litigates single plaintiff cases including but not limited to FEHA violations, alleged wage and hour disputes, overtime, meal and rest breaks, and wage statement statutes.

Prior to joining AALRR, Ms. Clark served as Deputy County Counsel at the Tulare County Counsel’s Office on their Resource Team. She provided legal advice to Tulare County’s Fire Department, Capital Services, Environmental Health, Public Works, Solid Waste, Resource Management Agency, and Code Enforcement divisions of the County. She also served as general counsel to Tulare County Employees Retirement Association (1937 Plan) and defended Tulare County in CEQA writs and litigated eminent domain litigation.

Ms. Clark also served as a Senior Deputy District Attorney for Tulare County. In addition to misdemeanor and general felonies, she prosecuted white collar crime, and consumer and environmental protection, both under Business and Professions Code 17200, and criminal violations.

In private practice, Ms. Clark handled numerous types of civil cases including eminent domain and inverse condemnation cases against California High Speed Rail, defense of wage and hour claims, both individual and class action cases, contract disputes, partnership dissolution, family law, probate and trust litigation. She has also litigated third-party adversary claims in bankruptcy matters.
