Emily L. Morissette

Emily Morissette represents educational institutions and school districts in all aspects of labor and employment and general educational law matters. Ms. Morissette’s practice includes advice and counsel regarding disability, discrimination, harassment, Title IX claims, special education, student discipline, and workplace training. She also advises clients regarding the Ralph M. Brown Act, California Public Records Act (CPRA), Americans with Disabilities Act (ADA), Fair Employment and Housing Act (FEHA), Education and Government Codes, and Title 5 of the California Code of Regulations.

Ms. Morissette has conducted hearings with the Office of Administrative Hearings (OAH) and the Public Employment Relations Board (PERB) and has conducted investigations with the Civil Rights Department (CRD) and the Equal Employment Opportunity Commission (EEOC). Ms. Morissette has also served as a hearing officer for local public entities. She is admitted to practice before the United States Supreme Court.

Prior to joining AALRR, Ms. Morrisette represented clients in corporate, criminal, workers’ compensation, and personal injury matters. She successfully represented clients before Federal District Courts, the California Superior Courts, and California Court of Appeals, as well as the Workers’ Compensation Appeals Board.

In addition to her legal background, Ms. Morissette has over fifteen years of experience teaching law at the community college level and at a private university. While working as a tenured professor, she achieved American Bar approval for the program in which she directed and produced new editions of her two textbooks. Ms. Morissette has been a lead on accreditation teams with the Western Association of Schools and the American Bar Association (ABA). She also has experience as Academic Senate President, sitting on a wide variety of high-level community college committees.
