Overview

Christal Chiu Lokker represents California school and county offices of education in matters involving special education, IDEA/Education Code, Section 504, ADA, and student discipline. She possesses ample experience in preparing witnesses, litigating hearings and fact findings, and negotiating settlements.

Ms. Lokker began her legal career as an attorney with the IRS Office of Chief Counsel, defending the government in the United States Tax Court. In law school, she interned at ACLU NorCal on the Racial and Economic Justice team and at Bay Area Legal Aid in the Housing Preservation group.

Ms. Lokker has a long-standing interest in addressing equity issues, and prior to law school, worked for nonprofit organizations. She raised funds as a development officer on behalf of a homeless shelter, fulfilling the needs of the organization’s capital projects and day-to-day operations. Additionally, Ms. Lokker was a Grantmaker for a foundation that funds legal aid organizations throughout Washington state.
