On February 28, 2023, Governor Newsom issued a proclamation terminating the COVID-19 state of emergency. Members of a legislative body of a local agency who need to attend a board meeting via teleconference are required to use either the traditional Brown Act teleconferencing rules or the procedures set forth in Assembly Bill 2449.

Due to the nuances of AB 2449, AALRR created two helpful resources for local agencies:

  2. AALRR's AB 2449 form for members of a legislative body to execute when electing to appear by teleconferencing means due to “just cause” or “exceptional circumstances.”
