Overview
Kris Strouse is a member of AALRR’s Facilities, Construction, and Property Practice Group. Mr. Strouse focuses his practice on assisting clients with their legal needs in the areas of water and the environment, public agency governance, and property related transactional matters.
He assists clients with surface and groundwater litigation, water rights and supply management, water transfers, and the Sustainable Groundwater Management Act. He also has regulatory and transactional experience in matters regarding the California Environmental Quality Act and in many aspects of public agency law including the Brown Act, Public Records Act, and Surplus Lands Act. His practice includes advising water districts, utilities agencies, municipalities and other special districts and public agencies regarding the regulatory and environmental challenges they face.
Outside of his legal practice, Mr. Strouse has also served as a regular writer for the California Water Law & Policy Reporter and has presented on issues pertaining to California water rights and groundwater management.
