Overview

Rebekah Thomas represents school districts and county offices of education in education law with a concentration in special education and student issues. She provides interpretation and assessment of issues arising under the Individuals with Disabilities in Education Act, Section 504 of the Rehabilitation Act of 1973, and Americans with Disabilities Act. Mrs. Thomas represents school districts at IEP team meetings, resolution sessions, mediations, and due process hearings.

Mrs. Thomas is committed to creating and supporting a diverse, equitable and inclusive legal community. To that end, she has held leadership roles within the DEI space, such as serving as the Co-Chair for the Orange County Bar Association’s DEI Committee. Mrs. Thomas previously served on the OCBA’s Racial Justice Task Force, as the former President of Thurgood Marshall Bar Association (the Black bar association in Orange County) in 2021 and was appointed by the Vice Mayor of Irvine to the serve as Co-Chair of the City’s Diversity, Equity, and Inclusion Committee (2021-2022).

Mrs. Thomas has been named by Orange County Coalition for Diversity in Law as a Top Young Diverse Attorney (2021) and Champion for Diversity (2022). Most recently, Mrs. Thomas received the Thurgood Marshall Bar Association President’s Award for her continued commitment to the organization and to advancing diversity, equity, and inclusion within the legal community.

Mrs. Thomas has also served as Adjunct Professor in the Paralegal Studies Department at Santa Ana College since 2018. 

Prior to joining the firm, Mrs. Thomas represented private employers in labor and employment related matters and has seven years of litigation experience. Mrs. Thomas also served as an educator in Atlanta, Georgia prior to attending law school.
